Unable to add extension #8

I am trying to install the extension, but it says Access denied. xxxx needs Manage permissions to perform the action. For more information, contact the Team Foundation Server administrator.

I am TFS Admin and tried using different accounts who are part of Collection Admin. Can you please help me with this. Thanks

It was a permission issue. Addin the Service account to Admins list, helped me to install this Extension. Thanks
