Create javadocs for v0.2 and v0.3-SNAPSHOT & host somewhere #33

Currently there are no javadocs for the library in the repository, i.e. /docs is empty. The javadocs should be generated from the latest source and accessible online.

At the moment there is only http://libsbgn.sourceforge.net/docs/ but not sure which code version this reflects

The latest javadoc were created using the ant target

ant test
