Create Python client library for Go API #9

@ajvb @JayKan Who wants to do this? It could be any of us.

This will be used by the Django views to do calls to the Go API. It will also be used by our Python IRC bots to create tickets from parsed IRC messages :-D.

Hey Steve & AJ,

Because Angular has its own Route.Config for rendering its pages, can we have Django only pick up the basePage (includes the header & footer), so Angular can pick up the dynamic content portion, otherwise Angular and Django would be fighting constantly who's going to pick up what.
