Inconsistent settings file for case 1281 #39

The settings file for case 1281 specifies "p4", but the SBML file does not contain a p4.

I should mention I didn't check any of the other cases after 1281. It's possible they have a similar issue.

This is now fixed, and 'checkTestCases' now looks for this problem as well.
