Fix Sync on Remote running multiple times and running prematurely #95

Stops Sync on Remote from being able to run multiple intervals if the plugin doesn't unload correctly.

Also made it so metadata is uploaded last so that Sync on Remote doesn't run before upload is completed.

Accidentally did this on an unsynced branch. Reopened in a new pull request.
