Description

Get ride of repeative functions
Comms : Try to prevent players with active punishements to avoid their comms block
Fix version
Remove old code
Fix buffer size

Motivation and Context

Rework the source code in order to improve its readability and consequently maintenance

How Has This Been Tested?

On test on my server (64/64) since 24h, no issues detected for the moment. All feedback are good to take
