Colors: Paint on current layer with any color

Currently when we start painting and then change the color it changes color of previously painted pixels

Expected:

• paint color is a tool property, instead of layer
• cannot change the paint layer color
• can paint on top of active paint layer with any color

AdafruitGFX has no multi-color bitmap support
