Changed base URL for github pages #31

To fix issue #24, changed the base URL to /spectral/ which should prefix any relative paths with /spectral/. There's no test branch, but I would recommend testing this deployment before merging to the main branch.

Turns out you need to change the base URL and ensure the menu URLs are relative paths. I think it's all good to merge into the main branch. Some of the other URLs may need to be changed especially for images or links to other pages. I have a basic /test/ URL extension working on one of my websites but I've only been able to test it with the menu links and images.
