This issue is to refactor the package structure to be flexible and allow innovation and support evolution for energy system designs and controls.

The package has been restructured as follows. The green text indicates existing packages and models. The objective of this issue was to create the package structure, not the models. With all packages (bold) complete, as indicated below, this issue is complete.
