Using the installation instructions (https://github.com/sbt/sbt-native-packager?tab=readme-ov-file#installation) for tagged releases (i.e. those listed in https://github.com/sbt/sbt-native-packager/tags) should install the plugin.
Only specific versions have been published, therefore 1.10.0 and 1.9.16 are the only versions (on those two release branches) that can be installed using the default sbt repositories, e.g. to see maven central https://mvnrepository.com/artifact/com.github.sbt/sbt-native-packager_2.12_1.0
sbt 1.9.x and 1.10.x.
