No sbt 0.13 artefact available 0.9.4 and forward #62

I've just tried to upgrade to 0.9.4 in my sbt 0.13 build and it bombed saying it couldn't find the plugin.

A quick look here https://dl.bintray.com/sbt/sbt-plugin-releases/com.typesafe.sbt/sbt-osgi/scala_2.10/sbt_0.13/ suggests there are artefacts for 0.9.[0-3] but 0.9.4 is missing.

Looks like it does not build on sbt 0.13 anymore. Someone will have to look into that if they want 0.13 builds.

I don't think this likely to progress; I suggest we simply close it. (I don't have the power to do so myself.)
