Switch from atmos to echo #53

switch from sbt-atmos to sbt-echo plugin
rename all atmos to echo
pass trace collector port, rather than receive console URI

This maintains the status quo, but for the echo plugin. We may need to revisit the architecture after the new year though, because some of things we're doing now aren't necessarily in-line with where we wish to be.
