NPM and Bower webjars support #70

Add support for npm and bower webjars. Rename webJarCdns setting key to webJarCdnPatterns and add patterns for classic, npm and bower webjars.

You could see if replacing the "openjdk6" with "openjdk8" helps the build issue :)

@growak I wanted to close and reopen this PR to kick off the continuous build again. I updated the version of Java used in the continuous build as suggested by @bjoernhaeuser. Unfortunately I can't reopen the PR as GitHub says "The repository that submitted this pull request has been deleted."
