Add Scalacheck to the sbt community build #15

Scalacheck should be added to the sbt community build. Currently Scalacheck is on sbt 0.13.15; there doesn't seem to be an open ticket regarding updating the build to sbt 1.0, yet. See: https://github.com/rickynils/scalacheck

After updating sbt-pgp to version 1.1.0, the project builds and compiles successfully using sbt 1.0.2. However, testing fails due to https://github.com/sbt/sbt/issues/3583
