Effects need to be implemented #20

This is going to take some figuring out. Where do they get implemented? How do permissions work? What do they have access to?

Effects are implemented. The use Triggers or Modifiers to work their magic. Triggers, Actions and Modifiers may all still get some tweaking, but I think the Effect and EffectInstance classes are good to go. Closed.
