Add "Ch. 38, par. 11-1" to crosswalk #1

I discovered this ILRS code while looking closely at our data.

Extrapolating from the already present "Ch. 38, par. 11-6", "Ch. 38, par. 11-1" should match up with 720 ILCS 5/11-1, with parts: 720, 5, 11-6.
