The ISO editor added corrections to the draft spec as tracked changes. Apparently what is required is that a definition that refers to another term in "Terms and definitions" sets the first use only of that term in italics and follows it with a parenthesized "terms and definitions" entry number. For example,
3.1.2 stream linearly ordered sequence of bytes (3.1.1)
although I question having the "s" in italics, as the term actually defined is "byte."
The ISO editor wrote, "These cross-references will be turned into hyperlinks in the PDF after future processing at ISO/CS." I guess their tools must do this; we certainly can't, as an entry number is not a header, so can't have a link to it unless one creates a named bookmark.
I have made these edits to spec.

These cross-references will be turned into hyperlinks in the PDF after future processing at ISO/CS. Within one definition, cross-reference to the same other term only appears once. Example: 3.1.2 terminological entry part of a terminological data collection which contains the terminological data (3.1.3) related to one concept (3.2.1)
Indications of cross-references in the definitions have been added in the DIS_edit file.
