I think we have no choice but to set these to left-aligned on a per-case basis, which is subjective and would have to be done manually.
However, see Issue #62. There is no point doing this if ISO's tools will be rerun and justification is enabled on all paragraphs again. We need to ask ISO about this.

Question for ISO: Are we permitted to disable right-justification for those (few) cases? And if so, will the ISO toolchain respect that and not change back to justification right?

Further question for ISO: Just to be clear, are you saying that manual disabling of justification by us in these cases will be preserved by your tools?
The file we submit to ISO does not use justification at all! ISO's tools add that. During the post-production stage, we'll have to remind ISO editors to remove justification from Clause 2 (Normative references), Annex C (Schemas - W3C XML), Annex D (Schemas - RELAX NG), and the Bibliography.
