Make ballot submission work #155

Ballot submission still doesn't actually work. I am not even sure what is supposed to happen when the badgeholder submits a ballot.

The designs make it appear that this step interacts with something onchain. I am not sure if there is a contract to submit to or if they are simply attesting to the data that is being submitted to OP. @ZakGriffith, Do you know what needs to happen here?

Honestly, no. There doesn't appear to be any info about this in the documentation we have, so we'll need more guidance from OP. I think a "Your votes have been received" page would be a good placeholder, just so the user knows their votes were submitted. There are a couple examples in the Figma.
