Set up milestone extraction from Antigone

Given the existing functionality on P4 and the "card" annotations we have in the TEI XML:

• [x] Extract table of contents entries for Antigone
• [x] Make them available only when viewing Antigone
• [x] Show this in a version of the text in Beyond Translation
• [ ] Introduce the widget on scaife.perseus.org
• [ ] See how general we can make this
• [ ] Also document the underlying TOC data format

Make them available only when viewing Antigone

Right now, the Table of Contents widget is displayed all the time in the sidebar, but the "Antigone (Cards)" TOC is where the "home" button navigates to.

What I think would map more closely to our desired behaviors would be to

• [ ] Conditionally show the TOC widget (hide if no TOCs present)
• [ ] Show only the relevant TOCs
• [ ] Visually distinguish between the selected TOC and available TOCs (where multiple would make sense)

I've been working to expand this to all of the content repositories on scaife.perseus.org.

Some milestone elements are easier to map to CTS references than others, I'll circle back to provide samples for each kind.
