Distinguish Textual Notes from Commentaries #194

At https://github.com/scaife-viewer/beyond-translation-site/tree/main/backend/data/annotations:

What appear as commentaries are "textual notes."
Add "textual notes" and move the textual notes there.
Move the Thuc commentaries that Charles Pletcher did to kick off of our commentaries.

Hi @gregorycrane...this was on my list of things to document and hand over to @jtauber.
