Refactor data sources architecture #70

Currently, we're vendoring data into the project.

I'd prefer to use tarballs or submodules to fetch data from upstream repos and then generate any ATLAS annotations from that data.

In the far future, those data repos could actually contribute their own atlas-data directories.
