Upgrade to use packages #66

@jacobwegner I commented out the endpoints plugin because I don't recall migrating that anywhere and maybe it belong int eh project, not sure.

I am still seeing some margin issues on the library widget and passage reference widget:

If we can address that, I think this is ready for @jtauber review / merge.

I think after this has been merged, we can "update" #59 and #61 (likely be re-implementing them on the scaife-viewer/frontend packages).
