Still WIP; using this PR to help diff changes from Explore Homer and to help populate tasks within scaife-viewer/backend.

Tasks:

[ ] Package web annotation bits (currently stashed locally)
[ ] Consider pushing texts / annotations out to data repositories and building similar to scaife-cts-api or the ATLAS resolver we're using in Scaife Viewer 1.0 (submodules)
