Refactor to use frontend packages #27

I believe this covers all working functionality 1:1 except for the TOCWidget that depends on the endpoints plugin that we need to make/port/package

Deployment Steps

[x] Deploy ATLAS update
[x] Merge / deploy to Netlify

I've got https://github.com/scaife-viewer/sv-mini/tree/packaged-v2 ready to go with the latest from scaife-viewer/frontend, but I think we'll need to get this branch merged and deployed (synchronized with ATLAS changes I still need to land), as there are basically three versions of ATLAS we need to increment through.

edit: we've now incremented ATLAS (for this deploy preview, at least)
