Make fresh downloads of ScalaRules work again #1

An important compilerplugin for the scalameta we used has expired, rendering the project unusuable for new downloads.

Proposed fix:

Upgrade macroparadise to 3.0.0-321x Upgrade to ScalaMeta 1.8 Upgrade to Scala 2.12 Upgrade to Play 2.6 Upgrade other dependencies where required/needed

Would have been great if this library was in English. DSL is in dutch.

I think there may even still be a branch somewhere on one of our machines with the preliminary English translation.

Would you be using this project if it were to become available?

I am working on a use case where I need some rules library in Scala. This library seemed to fit but the only obstacle is I can't understand DSL. I might use this if it's available in English.
