run community builds locally until Jenkins upheaval dies down

• disable akka-more tests locally, they take too long

twotails is green again in 2.12, there have been some other new failures but I'll open separate tickets for those if needed.

not really done til https://github.com/scala/scala-jenkins-infra/issues/242 happens, but we have that ticket so I'll close this one.
