Display "scan" only when AuthToken was set #61

In the admin view table, the scan action should only be displayed for repos with enabled "automatic links".

The scan action does not only add links but it also archives the issues in the DB which is important for getting the issue titles. Maybe we should clarify what "scan" does by adding a tooltip or something.
