Should we make a list of Scala Learning Resources publicly available

note that https://scala-lang.org/community already exists in this space (though it could probably use some refreshing)

Should we make a list of Scala Learning Resources publicly available or keep internal for the ambassadors to share it upon request?

For now I'm just going to merge this without addressing this question, but let's come back to it.
