Update dependendecies to support newer ScalaJS and Java 11+.
Fixes broken test

Note: This PR is tested on top of locally-published scalajs-io/core 0.4.3 from https://github.com/scalajs-io/core/pull/1

Closing this due to no response. I decided to fork this library and publish by myself, since this library is core part of my projects and I need updates in more timely manner. I really appriciated your hard works for creating this project !!
