Various updates for actions, sbt, and plugins #18

This bumbs the version of various things.

Bumps the graalvm version installed in ci.yml to match the default version from the plugin
Bump sbt from the RC to the latest 1.4.4
Bump both sbt plugins (BuildInfo and sbt-ci-release)
Bump the action versions
Add in settings for dependabot to keep actions up to date (like we did in the other scalameta projects)

For more context, this was sort of prompted by me hitting on #16. The scripted tests locally for me also fail for the basic 2.12, so I was curious to update everything and see if I can mimic it in CI.

So I'm happy to see all green after my changes, but also bummed I can't mimic what I'm seeing locally.
