1.3 Release missing? #817

Hi,

the documentation mentioned that "As of Breeze 1.3, we now use a faster, more friendly-licensed library from @luhenry called simply "netlib". This library is now bundled by default.", but it seems like version 1.3 has not been released yet. Is there a way for me to use it? Thanks!
