Is there a more comprehensive document? #843

Some pages in the wiki are missing, like Breeze Signal Processing (only a cheatsheet available). And some important packages like stat are only shown in the quick start.

I also can't find any detailed documents like API doc about stats contents. There should be one whole page for stats.

Sorry, yeah... I'm pretty burned out on this project. I don't use Breeze or even Scala on a regular basis any more, and I don't have a ton of energy/enthusiasm for more than basic maintenance.

I'm happy to help people do something here, I just don't have a ton of energy to take things on myself. Re: signal processing in particular, I didn't really write that part of Breeze and know embarrassingly little about signal processing.
