Update jquery #32

Hi Chee Seng,

We got this notice about jquery:

Please update it to an appropriate later version, 1.9.0 or later.

@bvenners As we discussed, this is in the older scaladoc and we think it should be safer to re-generate the scaladoc with Scala 2.12.11, which will use jquery 3.x.
