During helm installation, force pod restarts only for master/develop branch and on service version change

Pods should be restarted as a result of helm installation in 2 cases only:

new version of service is being installed (the version of docker image tag has changed (ie 0.0.5->0.0.4; 0.1 -> 0.3)
develop/master branch and docker tag is being deployed (always restart)
