Improvement/arsn 410 quotas for bucket apis #2234

This PR is to enable routing for bucket apis , adding the quota attribute to the bucketInfo and updating tests. A new error has been introduced as well Linked issue : https://scality.atlassian.net/browse/ARSN-410
