At least deleting an image and re-adding it (rather than using the edit function) is a workaround for now.
When I need to go in and edit the tags on an image record, I often see the tags duplicated (see screenshot). I don't know why the tags would be duplicated? This happens every time when I log in from home to work in SCAN. It can take 2-3 attempts to save an edit that correctly reflects the changed tag information.
I'm curious to find out what may be happening. If there is someone else I should direct this question to, please let me know.
