In general, the examples on art-decor should have no XSD or SCHEMATRON validation errors if sent to the test service, but they are not guaranteed to not have any BUSINESS_RULE validation errors. So the example is incorrect?
The example should be correct in the sense that it is a submission that can be registered in LPR. It should not generate any XSD or SCHEMATRON validation errors. (I have not actually tested the XML snippet)
But it will probably generate BUSINESS_RULE validation errors.
