Describe pull-request

Adding a feature to see Playwright results as a comment on PR. Added rule for Playwright to run on pull-request. So far it was only on push.

How to test

1. Check if Playwright runs on the pull request.
2. Check if the Playwright posts a comment on PR with scan results.
