Fix libcoap/libcoap mapping #21

Add cpe:2.3:a:libcoap:libcoap:4.3.1:::::::*

@leoliaolei thank you for pointing this out, however we cannot merge the PR, we only accept PRs for the purls.yml files. In this case, the bug was that there was no folder created for "cpe:2.3:a:libcoap:libcoap", the folder path will be "data/libcoap/libcoap". We've fixed it now internally and the yml files will be made available overnight during the automated datadump. Please check tomorrow the files and update the PR accordingly if you think there is still something wrong.
