User registration and account validation #1

1. User registers account.
2. Longhouse e-mails user with a validation code and a link to the
validation form.
3. User enters information on form, account is validated; user now has
permission to create projects and create/change issues.

current status: Steps 1 & 3 done. Step 2 needs to be done after creation of
e-mail service in Longhouse.

I'm rolling task 2 of this issue into issue 2 and closing this issue, since the
desired functionality for release 0.1 is done and there is some overlap as to 
which
issue it can go under.
