fix/add shebang lines #18

Some files already have shebang lines but they point to python 2.4 (e.g.
first line of local_persist.py). run.py and shutdown.py currently do not
have any shebang line.

Added the appropiate #! lines to our new scripts and modified the old ones to 
be more
"portable" through the use of env.  Resolved with r42
