Create e-mail service #2

There needs to be a centralized service in Longhouse to allow the system to
send e-mails to users. The service should have a separate function to send
each kind of e-mail that the system will need to send, and should use
Twisted's e-mail libraries to send the mails.

once the email service is created, the first kind of email to be sent is to 
notify
the user of their registration validation key.
