Fixes an issue with creating KVM's and entries on Apigee cloud. Logic is isolated to public only offerings with the client.IsPublic function.

I am no longer responsible for Apigee at my work so I am looking for others to take over this provider. I will trust that you tested your changes and will accept it as is.
