Submitting resos via git #2

For ease of use, it should be possible to submit resolution via git push

This push to this repository should only be accepted if the submitters are registered users are:

registered users of the zapf-resotool
are member of at least one of the following groups (if the push is a change of a already submitted resolution):
- the original submitters of the resolution
- member of the group of managers of the zapf-resotool
