In order to send resolutions, they first need to be submitted.

Requirements

• [ ] only logged in users should are allowed to submit a resolution
• [ ] resolution texts must be submitted in Markdown
• [ ] the type must be specifiable
• [ ] if the resolution should be sent to recipients, those need to be specifiable (see #3 for references)
• [ ] a PDF with the the formatted resolution can be uploaded
  • [ ] since resolutions for now aren't submitted during ZaPF by users but after them being enacted, this must be required for now
