SCDO release with OBO ids #10

Replaces the SCDO ids with OBO ones in the release file, where existing.

@JadeHotchkiss take your time carefully reviewing this. I suggest you download scdo.owl from the branch, and look it over..

Make sure all the changes are in that you expect (spot checking at least 5, if not 10 different things).

Let me know whether you find any problems!

Wow, you merged it? I thought we had to wait for something?

I think this is a great first step into interoperability! I have many more ideas, including dynamic imports, a proper ODK setup etc, but that would require you having someone with time enough so I can coach them through it - not that easy!

Yes, Gaston wanted me to merge the pull request even though the website will be out of sync. He says we can direct people to OLS to view the new release.
