So, which Arabic derivatives do you specifically mean when you say Noto Arabic
Naskh is not good enough for?

Arabic script derivative that I can comment about is Persian.
You can see there is generally difference between typefaces sets which are used
on Persian and Arabic:
Persian: Lotus, Mitra, Nazanin, Traffic, Yaghut, Zar, Homa, Titr, Tahoma, Times
New Roman
Arabic: Ahsa, Andalus, Arabic_transparant, Badr, Buryidah, Dammam, Hada, Kharj,
Koufi, Naskh

I like to see a font would developed for this font which would be similar to
both fonts sets.

Humm. I personally think Noto's Arabic is just fine for Persian. At any rate,
getting more styles is something that we like to do long term, but is not in
our immediate plan. Keeping the bug open doesn't help one way or another, so I
think this can be closed.
