feature: Tooltip scale/size + movable #14

Requested new features:

  1. Allow movable frame (up/down), change anchor point (left/right/top/bottom), allow as popup at middle of screen
  2. Allow change size of tooltip, or scale factor, or fonts size.
  3. Also, if possible to make anchor transparent/half transparent. It's annoying in night flights. image
