Van wheels still rotate when van is stopped #227

Describe the bug Van wheels still rotate when van is stopped.

To Reproduce

  1. Go to the Highway for the first time
  2. Meet the pigeon "brothers"
  3. Look at the van wheels, they are still rotating

Expected behavior The wheels should not rotate.
